EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The City of Jackson was selected to receive a
brownfields cleanup grant. Located in western Tennes-
see, Jackson (population 59,643) experienced eco-
nomic hardship after tornadoes damaged the down-
town business district in 2003. These tornadoes
destroyed millions of dollars worth of property and
displaced hundreds of residents. In an effort to revital-
ize and redevelop the downtown area, the city has
established a new Downtown Entertainment District.
The target site, the former Citizens Gas and Light
Company property, is located in this district. The
poverty rate in the area is 21.8 percent, compared to
city and state rates of 17.1 and 13.5 percent, respec-
tively. Median household and per capita incomes in
this tract are significantly lower than city and state

 EPA has selected the City of Jackson for a
 brownfields cleanup grant. Hazardous substances
 grant funds will be used to clean up the 3.1-acre
 former Citizens Gas and Light Company site at
 91 New Market Street. The site produced manu-
 factured gas from 1871 to 1931. Byproducts of
 the manufactured gas process have contaminated
 surface and subsurface soils with polycyclic
 aromatic hydrocarbons and other hazardous
 substances. Grant funds also will be used to
 support community outreach activities.
