EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding  support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The North Side Industrial Development Co. was
selected to receive two brownfields assessment grants.
The target areas are seven communities (total popula-
tion 54,669) collectively known as the Allegheny River
Towns Enterprise Zone (ARTEZ), which are located
along the north banks of the river and east of Pitts-
burgh.  Steel manufacturing, rail yards, and lumber
operations once thrived in the ARTEZ region. Since
1970, the ARTEZ has lost 35 percent of its residents.
Much of the employment today is in lower-paying retail
jobs. The per capita income in the ARTEZ region is
two-thirds that of Allegheny County. The communities
are further disadvantaged by environmental problems

 EPA has selected the North Side Industrial
 Development Co. for two brownfields assessment
 grants. Hazardous substances grant funds will be
 used to solicit community input, inventory
 brownfields, and conduct Phase I and II environ-
 mental site assessments in the seven Allegheny
 River Towns Enterprise Zone communities.
 Funds also will be used for community outreach
 activities. Petroleum grant funds will be used to
 perform the same tasks for sites with potential
 petroleum contamination.

related to repeated flooding from the river and its
watershed. Assessment of the region's brownfields will
facilitate the redevelopment of underused sites, which
the towns plan to use for office, light industrial, and
multi-family residential space. Brownfields redevelop-
ment will help generate economic benefits for the area,
including increased tax revenue and new jobs.
