EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant.  On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The City of Sanford was selected to receive two
brownfields assessment grants. Located in central
North Carolina, Sanford (population 26,710) is a
former textile town that is transitioning to a service-
related economy with a growing artisan community.
However, it lags behind the rest of the state in terms of
income, education, and other demographic factors.
More than 42 percent of residents are minorities. The
city has lost much of its former industrial base, which
was once centered in a vibrant downtown area. Pre-
liminary inventory efforts have identified 11
brownfield sites with potential for redevelopment. The
city plans to create an urban greenway and linear park
along the Little Buffalo Creek, and link the northern
part of Lee County to downtown Sanford. Brownfields
assessment and eventual redevelopment will create

 $200,000 for hazardous substances
 $200,000 for petroleum

 EPA has selected the City of Sanford for two
 brownfields assessment grants. Hazardous
 substances grant funds will be used to perform
 Phase I and II environmental site assessments,
 conduct health monitoring of surrounding popula-
 tions, and support community outreach activities.
 Petroleum grant funds will be used to perform the
 same tasks at sites with potential petroleum
 contamination.
