EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11,  2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.
Community Description
The Southeast Local Development Corporation was
selected to receive a brownfields cleanup grant. The
targeted Cavalier Brownfield site is in the urban core
of Chattanooga (population 155,554). This area once
was home to foundries, tanneries, brick kilns, and
textile mills. As the economy changed, these major
industries declined, leaving behind deteriorating,
contaminated sites. Today, the city's urban core
includes Chattanooga's federally designated Renewal
 Cleanup Grant
 $200,000 for hazardous substances
 EPA has selected the Southeast Local Develop-
 ment Corporation for a brownfields cleanup
 grant. Hazardous substances grant funds will be
 used to complete the final stage of cleanup at the
 10.5-acre Cavalier Brownfield site at 1105 East
 10th Street in Chattanooga. Former manufactur-
 ing operations at the site resulted in trichloroeth-
 ylene contamination. Grant funds also will be
 used to support community involvement activi-
 ties.

 ated. Therefore, activities described in this fact

Community. Thirty-five percent of area residents live
below the poverty level, and 70 percent are minorities.
The target area's unemployment rate is 18.7 percent.
The Cavalier Brownfield site was used as a lumber-
yard and for the manufacture of furniture, ice boxes,
and vending machines. Cleanup and redevelopment
began in the mid-1990s, and portions of the site have
been reused for career and education centers, business
incubation, office space, and manufacturing. This final

stage of cleanup will make an additional five acres of
the site available for redevelopment. The site will
likely be used for additional small business develop-
ment initiatives.
