EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The City of St. Petersburg was selected to receive a
brownfields cleanup grant. Located on Florida's west
coast on the Gulf of Mexico, St. Petersburg (population
253,902) is a federally designated Enterprise Commu-
nity. The site to be addressed by this grant is located in
the Dome Industrial Park Community Redevelopment
Area. Fifty-six percent of families in this area live
below the poverty level, and 77 percent of residents
are African-American. The Dome Industrial Park
community needs increased job opportunities for
residents, who currently rely on public transportation to
reach places of employment in other parts of the city.
Cleanup of the targeted Atherton Oil Company site will
facilitate its redevelopment for commercial or industrial
use. A neighboring light industrial company has ex-
pressed interest in acquiring the site for expansion

 EPA has selected the City of St. Petersburg for a
 brownfields cleanup grant. Grant funds will be
 used to clean up the former Atherton Oil Com-
 pany site at 638 26th Street South. The site was
 formerly a bulk fuel facility. Ten underground
 storage tanks on the site have held several types
 of petroleum products. Cleanup activities will
 include the installation, operation, and mainte-
 nance of a soil vapor extraction system.
