EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business  Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The City of Marinette was selected to receive a
brownfields assessment grant. Located in northeast
Wisconsin along the Menominee River and the Green
Bay, Marinette (population 11,749) is targeting older
and blighted downtown areas for redevelopment,
where some of the state's more economically de-
pressed areas are located. This downtown area con-
tains many former industrial and manufacturing sites
that have been abandoned or are underutilized. The
average per capita income of the residents in the
proposed redevelopment area is $15,699, only 73
percent of the national average. Shoreline and harbor
areas along the Menominee River waterfront contain
sediments contaminated by the area's long history of
industrial operations. Redevelopment plans include

and retail space. Brownfields redevelopment is expected
to return underutilized properties to more productive
use, raise property values, elevate the local tax base,
create jobs, remove blight and environmental health
concerns, and help restore the Menominee River shore-
line.
