EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant.  On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The City of Manistee was selected to receive two
brownfields assessment grants. Located along the
shore of Lake Michigan, Manistee (population 6,586)
is a rural community with a history of a thriving
industrial and shipping economy dating back to the
1870s. That economy has deteriorated over time,
leaving abandoned industrial buildings, blight, and
contaminated sites. The city's poverty rate is 11.1
percent, and the unemployment rate is 11.9 percent.
Half of the city's 96 brownfields are in the two indus-
trial areas targeted for assessment, the Manistee
Peninsula Redevelopment Area and the North
Manistee Lakefront Industrial Corridor. These
brownfields are located near bodies of water, posing
potential threats to human health and the environment.
When brownfields are assessed and cleaned up,  the
 Assessment Grants
 $197,000 for hazardous substances
 $197,000 for petroleum

 EPA has selected the City of Manistee for two
 brownfields assessment grants. Hazardous
 substances grant funds will be used to perform
 eight Phase I and up to six Phase II environmen-
 tal site assessments in two target areas, and
 conduct community outreach activities. Petro-
 leum grant funds will be used to conduct the
 same tasks at sites with potential petroleum
 contamination.

city plans to use them for marinas and boating facili-
ties, and mixed commercial, retail, and residential
buildings. Brownfields redevelopment will create jobs
for local residents, increase tax revenues, and spur
spin-off economic activity with area services and retail
businesses.
