EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The City of Minneapolis was selected to receive two
brownfields cleanup grants. Located in southeastern
Minnesota, Minneapolis (population 382,618) is
focusing its brownfields efforts on the Near Northside
community, a community within a federally designated
Empowerment Zone. In this diverse neighborhood, 38
percent of residents live below the poverty level, and
82 percent of residents are African-American, Latino,
or Hmong. The two target properties lie within the
Near Northside community. This will be the location
of the proposed Van White Memorial Boulevard. The
proposed boulevard will be a parkway-style greenway
that links residential areas to the amenities of down-
town and South Minneapolis. Cleanup  of the Scrap
Metal Processors and Special School District # 1 sites
will enable construction of the boulevard and encour-

 EPA has selected the City of Minneapolis for two
 brownfields cleanup grants. Grant funds will be
 used to clean up the former Scrap Metal Proces-
 sors site at 1129 2nd Avenue North. The former
 box factory and scrap metal recycling facility is
 contaminated with metals, volatile organic com-
 pounds, and polynuclear aromatic hydrocarbons.
 Funds also will be used to clean up the Special
 School District #1 site at 1001 2nd Avenue North.
 The site is a former school transportation center
 that contains up to ten above-ground storage tanks
 and is contaminated with petroleum products.
 Funds from both grants will be used for cleanup
 planning and community outreach activities.
