EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.

Community Description

Love Link Ministries, Inc., was selected to receive a
brownfields cleanup grant. Located within the federally
designated Empowerment Zone of Oklahoma City
(population 537,734), the cleanup site area (population
49,337) is characterized by prolonged disinvestment. In
2001, nearly 1,000 brownfields were inventoried in
Oklahoma City. There are many old vacant structures,
undeveloped parcels of land used for dumping, and
industrial facilities that abut schools, playgrounds, and
residences in the area. The poverty rate in the area is
40 percent, the unemployment rate is 12 percent, and
nearly 60 percent of residents are minorities. The

 $37,130 for hazardous substances
 EPA has selected Love Link Ministries, Inc., for a
 brownfields cleanup grant. Hazardous substances
 grant funds will be used to clean up a vacant
 building at 1200 Linwood Boulevard in Oklahoma
 City. The site building is contaminated with inor-
 ganic substances. Grant funds also will be used to
 conduct community involvement activities.

safety and health risks to the local population. Once
cleanup is complete, Love Link Ministries, Inc., plans
to construct a landscaped parking facility at the site.
The availability of sufficient parking will enhance the
organization's ability to provide the community with
social services such as counseling and recovery
programs and an after-school youth program.
