EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant.  On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The Town of Speedway was selected to receive a
brownfields assessment grant. Located wholly within
the corporate limits of Indianapolis, Speedway (popu-
lation 12,881) is best known for its Indianapolis Motor
Speedway, home of the Indianapolis  500. Three  major
races in the town attract more than one million local,
national, and international spectators per year. Speed-
way is nearly 100 percent developed and landlocked.
Therefore, the town cannot grow through annexation.
To promote economic growth, Speedway and the
Indianapolis Motor Speedway formed the Speedway
Economic Development Commission, which is
exploring ways to integrate a possible expansion of the
race venue with the redevelopment of blighted sur-
rounding properties. The Town of Speedway intends to
focus brownfields assessment activities on the Speed-
 Assessment Grant
 $200,000 for hazardous substances
 EPA has selected the Town of Speedway for a
 brownfields assessment grant. Hazardous sub-
 stances grant funds will be used to inventory
 brownfields sites, perform Phase I and II environ-
 mental site assessments, conduct human health
 risk assessments where necessary, and support
 community involvement activities. Assessment
 activities will focus on the Main Street and
 Motorsports Campus Redevelopment Area.

 in this fact sheet are subject to change.
way Main Street and Motorsports Campus Redevelop-
ment Area. This area was an industrial park before the
year 1900. It is estimated that there are as many as 50
acres of underused industrial land in the redevelopment
area. The assessment of brownfields in this area will
allow the town to address environmental issues that are
hindering redevelopment. Once brownfields in the
redevelopment area are assessed and cleaned up, the
town intends to create a competitive, modern industrial
park. This redevelopment is expected to expand the tax
base, create investment and job opportunities, increase
property values, and ultimately help the Town of
Speedway become a more competitive, healthy, and
vibrant community.
