EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant.  On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding  support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The Saint Paul Port Authority was selected to receive
two brownfields assessment grants, a brownfields
cleanup grant, and a brownfields revolving loan fund
grant. Located in eastern Minnesota, Saint Paul
(population 287,151) suffered economically during the
1970s and 1980s, when important industrial job
centers closed down or left the city. The city today is a
federally designated Enterprise Community with an
increasing minority population that includes African-
American, Hmong, and Hispanic residents. In some
neighborhoods, up to 31 percent of residents live
below the poverty level. There are approximately
1,000 acres of brownfield properties in Saint Paul,
mostly concentrated along the Mississippi River and
Assessment Grants
$200,000 for hazardous substances
$200,000 for petroleum

EPA has selected the Saint Paul Port Authority
for two brownfields assessment grants. Hazard-
ous substances grant funds will be used to
perform five to seven Phase I and two to four
Phase II environmental site assessments at
brownfields throughout the community. Funds
also will be used to prepare two to four response
action plans, and conduct community involve-
ment activities, which may include translation of
materials into Spanish and Hmong. Petroleum
funds will be used to perform the same tasks at
sites with potential petroleum contamination.
Cleanup Grant
$200,000 for petroleum

EPA has selected the Saint Paul Port Authority
for a brownfields cleanup grant. Grant funds will
be used to clean up the former Globe Building
Materials property at 1107-1148 East 7th Street.
Since the 1860s, the site was used as a machine
shop, paint shop, warehouse storage site, car barn
and repair shop, and metal iron works facility. It
includes at least 20 known storage tanks, many of
which have been leaking. Funds also will be used
for community involvement activities.
Revolving  Loan Fund
Grant
$1,000,000 for hazardous substances

EPA has selected the Saint Paul Port Authority
for a brownfields revolving loan fund grant. The
grant will be used to capitalize a revolving loan
fund from which the Saint Paul Port Authority
will provide loans  and subgrants to support
cleanup activities for sites contaminated with
hazardous substances. Grant funds will be used
for site selection and prioritization, and commu-
nity involvement activities.

former industrial corridors. Special emphasis will be
placed on conducting assessments within three project
areas that have high poverty and crime rates. When
brownfields are assessed, the city's goal is to develop
them into business and cleaned up brownfield proper-
ties. The Globe Building Materials property, the
cleanup target site, is in the Greater East Side neigh-
borhood, the most impoverished in the Twin Cities.
The minority population is 60 percent in the neighbor-
hood, which is in blighted decline. When the
brownfield is cleaned up, it will be used for commer-
cial and industrial purposes. Redevelopment of the
area's brownfields will create jobs, increase property
tax revenues, remove blight and related safety and
health risks, increase the quality of community life,
and spur spin-off economic activity at area service and
retail businesses.
