EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.
Community Description
The Connecticut Department of Economic and Com-
munity Development (CDECD) was selected to
receive a brownfields revolving loan fund grant.
Connecticut (population 3,405,565) has a 350-year
manufacturing history that has left the state with
hundreds of abandoned and underused industrial sites,

EPA has selected the Connecticut Department of
Economic and Community Development (CDECD)
for a brownfields revolving loan fund grant. The
grant will be used to capitalize a revolving loan
fund from which CDECD will provide loans and
subgrants to support cleanup activities for sites
contaminated with petroleum and hazardous
substances. Grant funds also will be used for
community involvement activities.

about 600 brownfields statewide, including 110 aban-
doned or underused mill sites. Nearly 69 percent of the
brownfields properties are in state-designated Dis-
tressed Municipalities, including federally recognized
Empowerment Zones. Connecticut does not have

palities do not have the staff, resources, or capacity to
address brownfields. Priority for loans and subgrants
will be given for cleanup of brownfields in the state's
31 Distressed Municipalities, and where cleanup and
redevelopment will have a significant community
impact. Brownfields cleanup and redevelopment will
reduce environmental contamination, create jobs, and
promote reinvestment in neighborhoods impacted by
brownfields.
