EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.
Community Description
The Bethel Temple Community Development Corpora-
tion (CDC) was selected to receive a brownfields
cleanup grant. The Bethel Temple CDC is targeting the
former Wiley Cork Manufacturing site in the North
Wilmington district (population 3,167) of the City of
Wilmington (population 72,826) for cleanup. This

 EPA has selected the Bethel Temple Community
 Development Corporation for a brownfields
 cleanup grant. Hazardous substances grant funds
 will be used to clean up and install a cap over the
 former Wiley Cork Manufacturing site at 800 East
 16th Street in Wilmington. The facility operated for
 more than 50 years and is contaminated with
 hazardous substances, including polynuclear
 aromatic hydrocarbons and arsenic. Grant funds
 also will be used to support community outreach
 activities.

district has the highest unemployment and lowest
income rates in the city. The poverty rate in North
Wilmington is 33 percent, and more than 90 percent
of residents are minorities. North Wilmington has
many abandoned industrial structures, as well as
vacant lots that serve as playgrounds for area children.
The district and its residents have not benefited from

revitalization efforts in other parts of the city. Cleanup
of the former Wiley Cork Manufacturing site is ex-
pected to reduce the threat of contamination, ready the
site for redevelopment, and encourage community
stakeholders to continue their revitalization efforts in
North Wilmington.
