EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real  property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability  Relief and
Brownfields Revitalization Act. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants,  cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.

Community Description

The Chester County Public Safety Training Foundation
was selected to receive a brownfields cleanup grant.
Located in southeastern Pennsylvania, Chester County
(population 482,000) is one of the first counties founded
by William Penn. The community around the target site
is the county's most economically distressed area and
includes the former Lukens Steel Plant in Coatesville.
Chester County contains more than 200 brownfield
sites, many of which are former factories associated
with steel production. The poverty rate in Coatesville is
just under 30 percent, nearly four times the county-

 Cleanup Grant
 $200,000 for hazardous substances

 EPA has selected the Chester County Public
 Safety Training Foundation for a brownfields
 cleanup grant. Hazardous substances grant funds
 will be used to clean up the Public Safety Training
 Facility site located on Route 82 in Coatesville.
 Grant funds also will be used for cleanup planning
 and oversight. The 40-acre site is contaminated
 primarily with arc furnace waste from former
 steel-making operations in the area.

When the target site is cleaned up, the Chester County
Public Safety Training Foundation plans to build and
operate a public safety training center on the site.
Training activities and site operation are expected to
create 35 to 50 new jobs. Cleanup of the site also is
expected to reduce environmental contamination of the
nearby Brandywine Creek.
