This document provides guidance to eligible
entities applying for Brownfields
Assessment, Revolving Loan Fund, and
Cleanup Grants. The Brownfields
Assessment Grants provide funding to
inventory, characterize, and assess
brownfields, and to conduct planning and
community involvement related to
brownfields. The Brownfields Revolving
Loan Fund (RLF) Grants provide funding to
capitalize revolving loan funds and provide
subgrants to carry out cleanup activities at
brownfields. The Brownfields Cleanup
Grants provide funding to carry out cleanup
activities at brownfields. The deadline for
submitting proposals to EPA is December
14, 2005.

"Standards and Practices for All
Appropriate Inquiries Final Rule"

EPA established specific regulatory
requirements and standards for conducting
all appropriate inquiries into the previous
ownership and uses of a property for the
purposes of meeting the provisions
necessary to qualify for certain landowner
liability protections under CERCLA. The
standards and practices will also be
applicable to persons conducting site
characterization and assessments with the
use of grants awarded under CERCLA
§104(k)(2)(B). The effective date of this
rulemaking is November 1, 2006.
