This document provides technical and policy
guidance for project managers and
management teams making remedy decisions
for contaminated sediment sites. It is
primarily intended for federal and state
project managers considering actions under
CERCLA, although technical aspects of the
guidance are also intended to assist project
managers addressing sediment
contamination under RCRA. Many aspects
of this guidance will also be useful to other
governmental organizations and potentially
responsible parties that may be conducting a
sediment cleanup.

This document is an addendum to an EPA
guidance entitled Close Out Procedures for
National Priorities List Sites, (EPA540-R-
98-016, OSWER Directive 9320.2-09A-P,
January 2000). This memorandum clarifies
the criteria Regions should use to evaluate
site-wide construction completion for in-situ
ground water restoration remedies at
Superfund sites.
TITLE: Assessment Guidance for
Perchlorate

This guidance replaces previous OSWER
guidance and questions and answers
regarding perchlorate under the National
Contingency Plan. Following the National
Academy of Sciences' National Research
Council review, EPA adopted a reference
dose for perchlorate of 0.0007
milligram/kilogram-day (mg/kg-day). This
guidance applies to EPA's CERCLA
program. This reference dose leads to a
Drinking Water Equivalent Level of 24.5
micrograms/liter or 24.5 parts per billion.

EPA published a technical correction to
the direct final notice of deletion due to
errors that were published in 40 CFR Part
300, Appendix B in the direct final notice of
deletion (70 FR 55296, September 21,
2005). The effective date of this rulemaking
is January 20, 2006.

EPA announced that a meeting of the
National Advisory Committee for Acute
Exposure Guideline Levels for Hazardous
Substances (NAC/AEGL Committee) will
be held on February 1 through 3, 2006, in
Washington, D.C. The NAC/AEGL
Committee will address the acute toxicity
and the development of acute exposure
guideline levels.
