EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business  Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The City of Kenosha was selected to receive a
brownfields assessment grant. Located in southeastern
Wisconsin, Kenosha (population 95,240) grew as  a
center for heavy manufacturing companies. Large
manufacturers in the area included the automotive,
tool production, and metal processing industries.
Kenosha's large manufacturing plants permanently
closed after the recession of the early 1980s, resulting
in significant job losses and  the creation of about 20
large and many smaller industrial brownfield sites
throughout the community. Kenosha's current per
capita income is 15 percent below the national aver-
age. Brownfields redevelopment will help revitalize
Kenosha's economy as the city continues to move  from
a manufacturing-based economy to a technology-  and
service-based economy. Redevelopment is expected to

 EPA has selected the City of Kenosha for a
 brownfields assessment grant. Hazardous sub-
 stances grant funds will be used to develop a
 community-wide brownfields inventory and
 prioritize sites for assessment. Grant funds also
 will be used to conduct Phase I and II environ-
 mental site assessments and support community
 outreach activities.
