EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The City of Marshalltown was selected to receive two
brownfields assessment grants. Marshalltown (popula-
tion 26,032) is a small central Iowa community with
strong historical ties to agriculture, manufacturing, and
the railroad industry. Over the years, many  of its
manufacturing facilities were closed and abandoned.
Buildings and rail yards that were the hub of economic
activity have languished. The relatively small city has
146 underground storage tank sites and 61 leaking
underground storage tanks. Many of the city's potential
brownfields sites are adjacent to older residential
neighborhoods, gateway corridors, and the  city's
central business district. The city has a significantly
larger minority population than the state, and a median
household income that is 11 percent lower than the
state median. Assessment of brownfields will help the

 EPA has selected the City of Marshalltown for
 two brownfields assessment grants. Hazardous
 substances grant funds will be used to conduct
 community outreach, prepare  quality assurance
 plans, and perform about ten Phase I and six
 Phase II environmental site assessments through-
 out the city. Petroleum grant funds will be used to
 perform the same tasks at sites with potential
 petroleum contamination.
