5 o T> Brownfields 2007 Grant Fact Sheet St. Croix Chippewa Indians of Wisconsin, St. Croix Reservation, Wl EPA Brownfields Program EPA's Brownfields Program empowers states, commu- nities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. Abrownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On January 11, 2002, President George W. Bush signed into law the Small Business Liability Relief and Brownfields Revitalization Act. Under the Brownfields Law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Addi- tionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The St. Croix Chippewa Indians of Wisconsin were selected to receive a brownfields cleanup grant. The St. Croix Reservation (population 2,500) is located in northwestern Wisconsin near the Minnesota border. It includes about 5,100 acres divided into several com- munities over a three-county area. The cleanup site, Site 18, is located in the Round Lake community (population 196). More than 45 percent of the Round Lake community members are considered sensitive Cleanup Grant $200,000 for hazardous substances EPA has selected the St. Croix Chippewa Indians of Wisconsin for a brownfields cleanup grant. Hazardous substances grant funds will be used to clean up the half-acre Site 18, also known as Round Lake Dump. The site was used for unregu- lated and unlicensed solid waste disposal. Grant funds also will be used to develop cleanup plans and to support community outreach activities. The tribe's unemployment rate is about 25 percent. Hazardous substances at Site 18 may be contributing to ground- water contamination. Currently, area residents obtain potable water from private wells. Identifying and cleaning up the sources of potential groundwater contamination are critical. Site cleanup will protect human health and the environment, and make the site available for redevelopment as greenspace or for new housing.
