5 o T> Brownfields 2008 Grant Fact Sheet Greensboro, NC EPA Brownfields Program EPA's Brownfields Program empowers states, commu- nities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. Abrownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On January 11, 2002, President George W. Bush signed into law the Small Business Liability Relief and Brownfields Revitalization Act. Under this law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The City of Greensboro was selected to receive a brownfields revolving loan fund grant. Located in north-central North Carolina in Guilford County, Greensboro (population 238,500) is part of a region whose economic growth lags significantly behind other areas of North Carolina and the nation. A decline in the manufacturing sector has resulted in the loss of almost 12,000 jobs in the county in the last 10 years. The shift away from manufacturing has severely impacted low- and moderate-income families. The city plans to focus its brownfields efforts primarily in southern and eastern Greensboro, and in neighborhoods with substandard housing and large concentrations of low-income and minority residents. More than 500 commercial or industrial sites are located in the target areas. Aban- doned sites include gasoline stations, dry cleaners, and Revolving Loan Fund Grant L2008 $317,000 for hazardous substances $683,000 for petroleum EPA has selected the City of Greensboro for a brownfields revolving loan fund grant. The grant will be used to capitalize a revolving loan fund from which the City of Greensboro will provide loans and subgrants to support cleanup activities for sites contaminated with petroleum and hazardous substances. Grant funds will be used to market and operate the loans and oversee the program. Grant funds also will be used to support community outreach activities, conduct health monitoring, and install institutional controls atbrownfield sites.
