EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.

Community Description

Hoke County was selected to receive two brownfields
assessment grants. Hoke County (population 42,303) is
located in rural south-central North Carolina. The
county's robust agricultural base, supplemented with
manufacturing businesses, created a strong and vibrant
community during the 1960s and 1970s. Declines in
these sectors during the 1980s resulted in the county's
economic base shifting away from the community.
Between 2001 and 2005, Hoke County experienced  a
13 percent decline in manufacturing jobs. It has a 55.5
percent minority population, and nearly 18 percent of
its residents live below the poverty level. Many of the
brownfields in the county are former dry  cleaning
operations and former junk and salvage yards.
 Assessment Grants
 $200,000 for hazardous substances
 $200,000 for petroleum

 EPA has selected Hoke County for two
 brownfields assessment grants. Hazardous sub-
 stances grant funds will be used to create a
 brownfields inventory, conduct five Phase I and
 three Phase II environmental site assessments,
 monitor neighborhood residents' health, and per-
 form community outreach activities. Petroleum
 grant funds will be used to perform the same tasks
 at sites with potential petroleum contamination.

Assessment of brownfields in Hoke County is ex-
pected to determine site impacts and generate interest
in the redevelopment of these properties by lenders,
developers, and property owners.
