EPA Brownfields  Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.

Community Description

The Detroit/Wayne County Port Authority was se-
lected to receive two brownfields assessment grants.
Located in southeast Michigan, Wayne County (popu-
lation 2,061,162) consists of a largely urban landscape
that includes the City of Detroit (population 1,000,000).
The city includes several federally designated Empow-
erment Zones and Enterprise Communities, and is a
Renewal Community. The region's industrial legacy
and disinvestment have left Detroit and many inner-
ring suburbs distressed and affected by contamination
and blight. In Detroit, 88 percent  of residents are
minorities, and 26 percent of residents live in poverty.
 Assessment Grants

 EPA has selected the Detroit/Wayne County Port
 Authority for two brownfields assessment grants.
 Hazardous substances grant funds will be used to
 complete a brownfields inventory and perform
 about eight to 10 Phase I and four to six Phase II
 environmental site assessments. Grant funds also
 will be used to support community outreach
 activities. Petroleum grant funds will be used to
 conduct the same tasks at sites with potential
 petroleum contamination.

 The information presented in this fact sheet comes
 from the grant proposal; EPA cannot attest to the
 accuracy of this information. The cooperative
 agreement for the grant has not yet been negoti-
 ated. Therefore, activities described in this fact
 sheet are subject to change.
The county has identified more than 2,000 brownfields,
including 1,638 leaking underground storage tanks. The
Port Authority is focusing its brownfields efforts along
the Detroit and Rouge Rivers, in Southwest Detroit,
and in five other target areas. Assessment of
brownfields along the riverfront areas is expected to
serve as a catalyst for redevelopment throughout the
community and provide opportunities for waterfront
revitalization.
