EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state  and tribal response programs through
a separate mechanism.

Community Description

The Genesee County Land Bank Authority was
selected to receive two brownfields assessment grants.
Located in eastern Michigan, Genesee County (popula-
tion 436,131) includes the City of Flint and the Mt.
Morris Township, both of which are federally desig-
nated Renewal Communities. Flint flourished through-
out most of the 20th Century as the home of General
Motors. Since 1970, over 60,000 high-wage jobs in Flint
have been lost, and the population has dropped signifi-
cantly. Both Flint and Genesee County have unemploy-
ment rates higher than the national and state averages.
The median family income in Flint has dropped by 35

 EPA has selected the Genesee County Land Bank
 Authority for two brownfields assessment grants.
 Hazardous substances grant funds will be used to
 create an inventory of brownfields acquired by the
 Genesee County Land Bank Authority through
 foreclosure, and conduct 10 to 15 Phase I and
 seven to nine Phase II environmental site assess-
 ments. Grant funds also will be used to conduct
 community outreach activities. Petroleum grant
 funds will be used to perform the same tasks at
 sites with potential petroleum contamination.

percent since 1970, and 26.4 percent of city residents
live below the poverty level. Several communities in
Genesee County have poverty rates higher than the
state average. The area contains approximately 9,000
brownfields, which have contributed to the county's
financial hardship. Assessments of area brownfields
are expected to catalyze redevelopment.
