EPA Brownfields  Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.
Community Description
The South St. Paul Housing and Redevelopment
Authority (HRA) was selected to receive a
brownfields cleanup grant. Throughout the late 1800s
and 1900s, the City of South St. Paul (population
20,167) developed independently from the nearby
larger municipalities of Saint Paul and Minneapolis.
Through the 1970s, the South Saint Paul Stockyards

 EPA has selected the South St. Paul Housing and
 Redevelopment Authority for a brownfields
 cleanup grant. Hazardous substances grant funds
 will be used to clean up the 0.2-acre 320 Hardman
 Avenue site in the BridgePoint Business Park. The
 site is in the city's former stockyard area. The
 property was used for industrial and agricultural
 purposes associated with the stockyard and
 railroad. Both soil and groundwater are contami-
 nated with chlorinated volatile organic compounds,
 and soil also is contaminated with polynuclear
 aromatic hydrocarbons.

and tanneries formed the economic backbone of the
city. When the meat packing industry restructured in
the 1960s and 1970s, the city's economic base was hit
hard. The two major employers closed, and about 7,000
jobs were lost. At the same time, the city's population

began to decline. Today, the city's poverty rate remains
higher than the county rate. The HRA plans to partner
with a private developer to redevelop the cleanup site
for commercial use. Cleanup and redevelopment are
expected to contribute to the ongoing revitalization of
the area, reduce threats to human health and the
environment, and revitalize a diminished tax base.
