EPA  Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the  Small Business Liability Relief and
Brownfields Revitalization Act. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.

Community Description

The Village of Anna was selected to receive a
brownfields cleanup grant. With a total population of
1,442 residents, Anna is primarily residential. As a
small village in west-central Ohio with only eight full-
time municipal employees, the village has limited
resources to  clean up the former Ringle Electroplating
Facility. The site is contaminated with hazardous
substances used in the electroplating process and poses
a potential threat to the area's groundwater supply and
surface waters. It is located adjacent to a drainage
swale for the Loramie Creek watershed and about
2,000 feet from the village's municipal water supply
wells. This unfenced site also poses a threat to tres-
passers and to children playing in the area. The
deteriorating on-site building is a fire hazard to the
neighborhood. Once site cleanup is complete, the

EPA has selected the Village of Anna for a
brownfields cleanup grant. Hazardous substances
grant funds will be used to clean up the former
Ringle Electroplating Facility at 206 Young Street.
From  1948 to 1976, the facility was used for nickel-
chrome plating of bicycle frames. Site soil is
contaminated with chromium and arsenic. The site
building is contaminated with chromium and
inorganic contaminants. Grant funds also will be
used to support community involvement activities.
