EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.
Community Description
The Camden Port Authority was selected to receive a
brownfields cleanup grant. Located in southern Arkan-
sas, the City of Camden (population 13,154) is a small
rural community. It was among the cities hardest hit by
federal military cutbacks and has recorded population
losses in the last two U.S. Censuses. Changes in the
defense industry have resulted in the loss of 6,000 jobs.
Another 580 jobs have been lost at a private manufac-
turing company. The city's unemployment rate is 7.2
percent, and 18.5 percent of families live below the
poverty level. More than half the city's residents are
minorities. The Moore/Buck site is in an 80-acre

$200,000 for petroleum
EPA has selected the Camden Port Authority for a
brownfields cleanup grant. Petroleum grant funds
will be used to clean up the Moore/Buck site at 739
Adams Avenue, which is contaminated with
benzene, toluene, and other petroleum products.
The site was formerly used as a stave mill and an
auto repair center. Grant funds also will be used to
conduct cleanup planning and remove and dispose
of underground storage tanks.

brownfields area in the heart of the city along the
Ouachita River. The city plans to redevelop the
cleanup site as part of the Adams Avenue Redevelop-
ment project, which will include business space,
warehouses, and a riverfront park. The redevelopment
project is expected to provide jobs, and restore pride
and renewed interest in the neighborhood.
