EPA  Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the  Small Business Liability Relief and
Brownfields Revitalization Act. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.

Community Description

The City of Clovis was selected to receive a
brownfields  cleanup grant. Located in eastern New
Mexico near the Texas border, Clovis (population
32,667) was founded in 1907. It quickly developed as a
railroad town and a commercial and social center for
the region. The railroad is still the city's main industry.
Clovis also is home to Cannon Air Force Base, which
has recently experienced a decrease in personnel.
Although base expansion is planned for 2014, the
current decline has impacted the city's economy. The
poverty rate  in Clovis is 21 percent, and 41.7 percent
of residents earn low-to-moderate incomes. The
former Hotel Clovis property is listed on the National
Register of Historic Places. It is strategically located at
the gateway to the downtown area and next to the

 EPA has selected the City of Clovis for a
 brownfields cleanup grant. Hazardous substances
 grant funds will be used to clean up the former
 Hotel Clovis property at 201 North Main Street.
 The property was used as a hotel from 1931 until it
 closed in the 1980s. The site building is contami-
 nated with inorganic substances.

railroad. After the site is cleaned up, Clovis plans to
redevelop it as an affordable senior housing complex
with ground-floor retail space. Redevelopment of the
site will help preserve an historic structure and is
expected to serve as a catalyst for future development
in the downtown area.
