EPA  Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real  property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the  Small Business Liability  Relief and
Brownfields Revitalization Act. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.

Community Description

The City of Coralville was selected to receive two
brownfields  assessment grants. Located in eastern
Iowa, Coralville (population 18,017) is a rapidly grow-
ing community. It has a significantly more diverse
population and a higher percentage of immigrant
residents than the state. It also has a median household
income that is lower than the state median, and a
higher percentage of residents living below the poverty
level. The majority of targeted brownfields are in the
older part of the city near the industrial park. These
brownfields give a poor first impression at the gateway
to Coralville, a city that serves as a hospitality commu-
nity for visitors to the University of Iowa. They also
pose a threat to the area watershed and, ultimately, to
drinking water. Assessment of the city's brownfields

 $198,500 for hazardous substances
 $198,500 for petroleum

 EPA has selected the City of Coralville for two
 brownfields assessment grants. Hazardous sub-
 stances grant funds will be used to conduct Phase I
 and II environmental sites assessments, update an
 electronic portfolio of assessments for public use,
 and support community outreach activities. Petro-
 leum grant funds will be used to perform the same
 tasks at sites with potential petroleum contamina-
 tion.
