5 o T> Brownfields 2008 Grant Fact Sheet Salt Lake County, UT EPA Brownfields Program EPA's Brownfields Program empowers states, commu- nities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. Abrownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On January 11, 2002, President George W. Bush signed into law the Small Business Liability Relief and Brownfields Revitalization Act. Under this law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description Salt Lake County was selected to receive a brownfields assessment grant. Located in the Salt Lake Valley, Salt Lake County (population 1,002,947) is targeting sites in the West Millcreek area for assess- ment. The area has a long history of commercial and industrial operations, including trucking and paving companies, a cement plant, and printing and graphics companies. It also contains limited residential develop- ment. The area has a higher percentage of minority residents than the county as a whole, and 26 percent of residents live below the poverty level. While develop- ment has thrived in surrounding areas of the county, the West Millcreek area has experienced a decrease in population, a higher-than-average poverty level, and low property values. Hazardous sub- stances grant funds will be used to conduct an area-wide Phase I environmental site assessment and about 20 Phase II environmental site assess- ments in the 135.3-acre West Millcreek area. Grant funds also will be used to support community outreach activities.
