EPA Brownfields  Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.

Community  Description

Pima County was selected to receive a brownfields
assessment grant. The target area for this grant is
Flowing Wells, an unincorporated community in the
county, located in southern Arizona. Flowing Wells
(population 17,000) has some of the last remaining
commercial and industrially zoned land available for
development in the region. However, the physical
landscape suffers from a legacy of past industrial and
commercial uses, and is ignored by prospective
developers because of perceived contamination. About
60 percent of residents earn low-to-moderate incomes,
and over 15 percent of families live below the poverty
level. Brownfields assessments are expected to remove
stigmas attached to existing underutilized and vacant
properties, help focus development efforts, and
encourage redevelopment plans.
Assessment Grant
$200,000 for hazardous substances
EPA has selected Pima County for a brownfields
assessment grant. Hazardous substances grant
funds will be used to develop a site inventory,
conduct approximately 25 Phase I and five Phase
II environmental site assessments, and support
public involvement activities.
