EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.
Community Description
The Capitol Area Development Authority (CADA)
was selected to receive a brownfields cleanup grant.
The cleanup site is located in the Capitol Area (popu-
lation 16,598) of the Central City of Sacramento. This
area includes a 60-block area around the state capitol.
The Capitol Area's median household income is about
$20,400. About 27 percent of Capitol Area residents
live below the poverty level. Along with three other
vacant or underused sites, the cleanup site is part of a
 Cleanup Grant
 $200,000 for hazardous substances
 EPA has selected the Capitol Area Development
 Authority for a brownfields cleanup grant. Hazard-
 ous substances grant funds will be used to clean up
 the East End Gateway Site 1 at 1617 N Street in
 Sacramento. This site has been in residential use
 from 1895 to the present, housing apartment
 buildings, boarding houses, and parking lots and
 garages. The site is contaminated with metals and
 poly cyclic aromatic hydrocarbons.

redevelopment project known as the East End Gate-
way Project. Once cleanup is complete, CAD A plans
to redevelop the site with 122 residential units with
ground-floor retail shops and parking. Cleanup of the
site is expected to facilitate the site's redevelopment
and help catalyze revitalization in the target area.
