EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.
Community  Description
The Redevelopment Agency of the City of Fresno was
selected to receive a brownfields cleanup grant.
Located in central California in the San Joaquin
Valley, Fresno (population 481,000) includes a feder-
ally designated Empowerment Zone. The Fruit/
California Triangle site is in southwest Fresno (popu-
lation 35,000) in one of the oldest neighborhoods of
the city. It is in the heart of the Villages at California
HOPE VI  Master Plan area, surrounded by undevel-
oped land and many blighted and deteriorated homes
and businesses. The neighborhood's diverse population

 $200,000 for hazardous substances
 EPA has selected the Redevelopment Agency of
 the City of Fresno for a brownfields cleanup grant.
 Hazardous substances grant funds will be used to
 clean up the center portion of the Fruit/California
 Triangle site on 317 W. California Avenue. Cur-
 rently, the site contains an abandoned auto disman-
 tling yard. Other past uses of the site include
 several service stations, a restaurant, and a liquor
 store. It is contaminated with cadmium, copper,
 zinc, and other metals. Grant funds also will be
 used to support community outreach activities.

includes African-American, Asian, and Hispanic or
Latino residents, and 47.2 percent of families live
below the poverty level. Slightly more than 10 percent
of residents are unemployed. When the target site is
cleaned up, the city plans to redevelop it with new
housing and a green-lined streetscape.
