EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.

Community Description

The City of Petaluma Community Development
Commission was selected to receive a brownfields
revolving loan fund grant. Located 14 miles north of
San Francisco Bay in Sonoma County, Petaluma
(population 54,500) is a historic river town. Since the
1850s, Petaluma has supported agriculture, industry,
shipping, and trade. However, Petaluma's heavy
industrial legacy has deterred redevelopment of
properties with perceived and actual environmental
contamination. The city's central business district,
located along the Petaluma River about one mile from

 EPA has selected the City of Petaluma Community
 Development Commission for a brownfields
 revolving loan fund grant. The grant will be used
 to capitalize a revolving loan fund from which the
 City of Petaluma Community Development
 Commission will provide loans and subgrants to
 support cleanup activities for sites contaminated
 with hazardous substances and petroleum. Grant
 funds also will be used to establish, market, and
 operate the fund and to support community
 outreach activities.

the historic downtown area, has 70 properties poten-
tially contaminated due to prior uses. Brownfields
cleanup and redevelopment conducted through the
RLF are expected to promote economic vitality in
Petaluma and provide a mix of land uses that encour-
age public access and recreation along the river.
