EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.

Community  Description

Satellite Housing, Inc., was selected to receive a
brownfields cleanup grant. Located in San Joaquin
County (population 63,709), Satellite Housing is
targeting the 280-282 North Airport Way site in
Manteca for cleanup. It plans to redevelop the site as
Querencia Place, an  affordable housing development
for persons with developmental disabilities. More than
3,500 families with disabilities in the county need
shelter. In Manteca, 22 percent of residents between
the ages of 16 and 24 are disabled. The North Airport
Way site was used for agricultural purposes for several
decades before residential units were built. Part of the
site plan for Querencia Place includes a variety of
outdoor spaces and landscaping to encourage residents

 EPA has selected Satellite Housing, Inc., for a
 brownfields cleanup grant. Hazardous substances
 grant funds will be used to clean up the 280-282
 North Airport Way site in the City of Manteca. The
 site is contaminated with organochloride pesti-
 cides. Grant funds also will be used to support
 community involvement activities.

to interact with the surrounding community. Cleanup
of the site and redevelopment with housing near
economic opportunities, public transit, and services
are expected to promote smart growth practices and
help meet the housing needs of low-income residents
with disabilities.
