EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.
Community Description
The City of Tulare was selected to receive a
brownfields cleanup grant. Tulare (population 52,000)
is located in the San Joaquin Valley in central Califor-
nia. One third of the city's residents are employed by
farm or agricultural services. The area has an unem-
ployment rate of 18.5 percent, and 20.7 percent of
residents live below the poverty level. These statistics
reinforce the need for redevelopment and job creation
activities in the city and region as a whole. When the
Cartmill Avenue property is cleaned up, the city plans
to reuse it for street and interchange improvements to
facilitate redevelopment of a large commercial and
retail development. Redevelopment is expected to
create jobs and increase tax revenue for the city.
Cleanup Grant
$200,000 for hazardous substances
EPA has selected the City of Tulare for a
brownfields cleanup grant. Hazardous substances
grant funds will be used to clean up the one-acre
Moore Aviation property on 596 Cartmill Avenue,
the site of a former storage facility for an agricul-
tural crop dusting operation. The site is contami-
nated with numerous pesticides and metals. Grant
funds will be used to excavate and dispose of the
contamination, conduct cleanup planning and
oversight, and support community outreach
activities.
