Located directly across the river from the City of Sacramento in north-central California, West Sacramento (population 44,928) has supported Sacramento and the region with industrial, transportation, and distribution facilities. As economic activity advanced in the region, West Sacramento industries declined. Most of its industrial and commer- cial lands include stagnant properties and abandoned areas. Incorporated in 1987, the city is comprised of four small, older rural communities and is working to form a cohesive city with master planning. Twenty- two percent of city residents live in poverty, and 8.2 percent of residents are unemployed.
