EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant.  On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.

Community Description

The City of West  Sacramento was selected to receive a
brownfields cleanup grant. Located directly  across the
river from the City of Sacramento in north-central
California, West Sacramento (population 44,928) has
supported Sacramento and the region with industrial,
transportation, and distribution facilities. As economic
activity advanced in the region, West Sacramento
industries  declined. Most of its industrial and commer-
cial lands include stagnant properties and abandoned
areas. Incorporated in 1987, the city is comprised of
four small, older rural communities and is working to
form a cohesive city with master planning. Twenty-
two percent of city residents live in poverty,  and 8.2
percent of residents are unemployed. Forty percent of

 EPA has selected the City of West Sacramento for
 a brownfields cleanup grant. Hazardous substances
 grant funds will be used to clean up the 3.5-acre
 Tower Court site at 706 West Capitol Avenue,
 which originally consisted of nine separate parcels
 with several business operators. Formerly a
 dumping site for debris, the property's more recent
 uses include retail space and an auto repair garage.
 Grant funds also will be used to conduct cleanup
 planning and perform community outreach activi-
 ties.

Court site is cleaned up, the city plans to redevelop it
with 106 condominiums, retail and office space, and
greenspace.
