EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up, and
sustainably reuse brownfields. Abrownfield site is real
property, the expansion, redevelopment, or reuse of
which may be complicated by the presence or potential
presence of a hazardous substance, pollutant, or con-
taminant. On January 11, 2002, President George W.
Bush signed into law the Small Business Liability Relief
and Brownfields Revitalization Act. Under this law,
EPA provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. The brownfields job training grants
provide residents of communities impacted by
brownfields with the skills and training needed to
effectively gain employment in assessment and cleanup
activities associated with brownfield redevelopment and
environmental remediation. Additionally, funding support
is provided to state and tribal response programs through
a separate mechanism.

Community Description

Nye County was selected to receive a job training
grant. Located in southern Nevada, Nye County
(population 46,427) includes the Town of Pahrump, one
of the nation's fastest-growing communities. Though
the county is the third largest in the country, as much

   EPA has selected Nye County for a job training
   grant. Nye County plans to train 60 to 75 students,
   place 80 percent of graduates in environmental
   jobs, and track graduates for one year. The
   training program will consist of two tracks
   delivered in four 100-hour, six-week cycles. One
   track will focus on asbestos, lead,  and mold
   abatement, plus CPR and first aid. The second
   track will focus on HAZWOPER, environmental
   assessment, and cleanup techniques. The primary
   trainer will be Southern Nevada Rural
   JobConnect (SNRJC). Students will be recruited
   primarily by the county and SNRJC from among
   unemployed and underemployed county residents,
   with a particular focus on residents of Pahrump.
   Nye County will work with environmental cleanup
   companies and community organizations to place
   graduates in environmental jobs.

phetamine production is a growing local concern.
Throughout the county, historic and current land uses
by federal agencies such as the Departments of
Energy and Defense, as well as abandoned metham-
phetamine labs, have created the need for workers
trained in hazardous materials and waste management.
Skilled workers also are being sought by the growing
construction industry, waste management companies,
and the county government. With numerous
brownfields and a sizeable number of abandoned mines
in need of cleanup, there is a strong demand for skilled
environmental technicians throughout the county.
