EPA Brownfields  Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The City of Point Pleasant was selected to receive a
brownfields assessment grant. Located in western
West Virginia, Point Pleasant (population 4,367) is
part of the northeastern United States rust belt. After
the Baltimore & Ohio Railroad was built, industry and
manufacturing in Point Pleasant thrived. Since the
1970s, however, industry in the area has declined,
leaving behind approximately 70 acres containing
abandoned and deteriorating factories. In addition,
between 1990 and 2000, the city's population declined
10 percent. More than 24 percent of the city's house-
holds live below the poverty level. Point Pleasant's
per capita income is $16,692. After the brownfields
are assessed and eventually cleaned up, the city plans
to use them for commercial and industrial develop-

 EPA has selected the City of Point Pleasant for a
 brownfields assessment grant. Hazardous sub-
 stances grant funds will be used to inventory and
 prioritize brownfields sites, and conduct three to
 five Phase I and two to four Phase II environmen-
 tal site assessments. Grant funds also will be used
 to develop cleanup strategies, and implement
 community involvement activities.
