EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The City of Eureka was selected to receive a
brownfields cleanup grant. Founded in 1850, Eureka
(population 26,128) is located along scenic Humboldt
Bay, which is rich with Victorian architecture, working
harbors, and marinas. The decline of the region's
timber and fishing industries has resulted in a shift to
lower-wage jobs for area residents. The average
poverty rate is 19 percent, and poverty  in two of the
city's districts exceeds 26 percent. The  seven miles of
the Eureka waterfront area were once home to a
variety of industrial operations. Today, these operations
are deteriorated and abandoned. The hazardous waste,
heavy metals, and other contaminants related to these

 EPA has selected the City of Eureka for a
 brownfields cleanup grant. Grant funds will be
 used to clean up the Old Carson Mill site at 1535
 Waterfront Drive. Lumber mill activities at the
 site date back to the mid-1850s. More recent uses
 of the site include livestock operations, furniture
 manufacturing, a machine shop, and an oyster
 farm. Contaminants of concern include heavy
 metals.

the Old Carson Mill site will enable the city to continue
its vital efforts to redevelop the Old Town district along
the waterfront. Future development plans include
innovative housing, retail, offices, restaurants, and
commercial fishing operations.
