EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The Golden Urban Renewal Authority was selected to
receive a brownfields cleanup grant. Located on the
western border of the Denver metropolitan area,
Golden (population 17,159) was founded in 1859 as a
gold mining camp. As area gold and coal mines closed,
Golden struggled to maintain its economy. Downtown
Golden and the surrounding neighborhoods reflect the
city's history. Much of the housing stock is aged, and
many of the downtown area's historic commercial
buildings are obsolete. Traffic congestion and a lack  of
downtown parking have hindered economic growth.
Cleanup of the target Dry Cleaners site will allow the
property to be redeveloped into a 268-unit, free public
parking structure. Redevelopment of this site is key to

 $200,000 for hazardous substances
 EPA has selected the Golden Urban Renewal
 Authority for a brownfields cleanup grant.
 Hazardous substances grant funds will be used to
 clean up the Dry Cleaners site located at 780 13th
 Street. The site was used by drycleaning busi-
 nesses for about 20 years. Site soil and ground-
 water are contaminated with tetrachloroethylene
 (PCE). Grant funds will be used to treat site
 groundwater and to conduct sampling to ensure
 that the PCE does not adversely affect nearby
 properties.

the $25 million Gateway Station redevelopment
project, a mixed-use initiative that will increase annual
tax revenues by $380,000. The Gateway Station
project will create 34 new residential units, about
16,000 square feet of commercial space, and 11,000
square feet of office space.
