5 o T> Brownfields 2007 Grant Fact Sheet Kansas City, MO EPA Brownfields Program EPA's Brownfields Program empowers states, commu- nities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. Abrownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On January 11, 2002, President George W. Bush signed into law the Small Business Liability Relief and Brownfields Revitalization Act. Under the Brownfields Law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Addi- tionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The City of Kansas City was selected to receive two brownfields assessment grants and a brownfields cleanup grant. Kansas City (population 441,545) was designated an Enhanced Enterprise Community in 1998. The city intends to target its brownfields assess- ment efforts in four areas: Prospect Corridor, East Village, Centropolis Loop, and Columbus Park. Former industrial and commercial activities in or adjacent to these neighborhoods have left residents to contend with blight and the potential risk of exposure to contamination. The poverty level in these neighbor- hoods ranges from 23 to 37 percent, and 45 to 95 percent of residents are minorities. The target area for the cleanup site is the eastern portion of downtown Kansas City where 66 percent of residents are minori- ties, and the poverty rate is 36 percent. Assessments of Assessment Grants $200,000 for hazardous substances $200,000 for petroleum EPA has selected the City of Kansas City for two brownfields assessment grants. Hazardous substances grant funds will be used to conduct Phase II environmental site assessments in four target areas of the city. Funds also will be used to support community outreach activities. Petroleum grant funds will be used to perform the same tasks at sites with potential petroleum contamination. Cleanup Grant $200,000 for hazardous substances EPA has selected the City of Kansas City for a brownfields cleanup grant. Grant funds will be used to clean up hazardous substances contami- nation, including polynuclear aromatic hydrocar- bons, at the Cherry Street Inn site at 921 Cherry Street. The site was used primarily for residential purposes and, for short periods of time, was home to a filling station and paper box warehouse. Funds also will be used to support community outreach activities. Redevelopment will provide business opportunities for minority and women-owned businesses in the environ- mental services industry. Cleanup of the Cherry Street Inn site is essential to the success of the East Village Project, a $360 million redevelopment that will bring housing, jobs, and services to the eastern downtown area.
