EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant.  On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding  support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The Rhode Island Family Life Center (FLC) was
selected to receive a brownfields cleanup grant.
Located in Providence (population 173,618), the FLC
addresses the educational, housing, employment,
family, and medical needs of nearly 900 disadvantaged
individuals each year in Providence. The targeted site
at 485 Plainfield  Street is located near three densely
populated neighborhoods with a Hispanic population
of at least 40 percent. These neighborhoods are more
impoverished than other areas in Providence, with 28
to 41 percent of households earning incomes below the
 Cleanup Grant
 $128,000 for hazardous substances
 $72,000 for petroleum

 EPA has selected the Rhode Island Family Life
 Center (FLC) for a brownfields cleanup grant.
 Grant funds will be used to develop cleanup plans
 and to clean up a site located at 485 Plainfield
 Street. The site consists of a three-story, 18,000-
 square-foot, vacant industrial building on a
 property of just over half an acre. Environmental
 concerns at the site include the presence of
 metals, inorganic materials, possibly PCBs, and
 an underground storage tank.

poverty level. Once site cleanup is complete, the
property can be redeveloped with mixed uses, includ-
ing housing and office space. Redevelopment plans
include preserving an on-site historic building, which
the state anticipates nominating for inclusion on the
National Register of Historic Places.
