EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The City of South Bend was selected to receive a
brownfields assessment grant. Located in north-central
Indiana near the Michigan border, South Bend (popu-
lation 107,789), like many Midwestern cities, relied on
a strong manufacturing sector from the late 19th to the
late 20th Century. With the decline in the industrial
sector, South Bend was left with many abandoned and
underused properties. An inventory conducted by the
city found 243 brownfields in its commercial corri-
dors. These properties range in size from less than a
quarter of an acre to 80 acres. Many are located along
the city's commercial corridors and in low-income,
minority neighborhoods. Thirty-four percent of city
residents are minorities, and 16 percent live below the
poverty level. Assessment will facilitate the cleanup

 EPA has selected the City of South Bend for a
 brownfields assessment grant. Petroleum grant
 funds will be used to conduct Phase I and Phase
 II environmental site assessments, with an
 emphasis on sites in the city's commercial
 corridors.
