EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.
Community Description
The Taube-Koret Campus for Jewish Life (TKCJL)
was selected to receive a brownfields cleanup grant.
The TKCJL is targeting a former aerospace facility
located in the City of Palo Alto (population 61,200) in
the San Francisco Bay area known as the South
Peninsula. The TKCJL plans to develop a multi-
purpose, intergenerational campus on the target site
that will be open to the entire community. The site
presently is contaminated from past uses, posing a
threat to the health of the surrounding community.
TKCJL is currently housed in interim facilities spread

EPA has selected the Taube-Koret Campus for
Jewish Life for a brownfields cleanup grant.
Grant funds will be used to clean up the eight-
acre site as the future home of the Taube-Koret
Campus for Jewish Life at 901 San Antonio
Avenue in Palo Alto. The site was formerly an
aerospace facility. Environmental concerns
include volatile organic compounds and vinyl
chloride contamination in groundwater and soil.

quantity of low-cost services, educational opportunities,
and cultural programs that are offered to the commu-
nity. Cleanup of the target site will serve as the first
step in its redevelopment into a place to socialize, learn,
and grow.
