EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant.  On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The City of Trenton  was selected to receive a
brownfields assessment grant. Located in west-central
New Jersey, Trenton (population 85,403) has an
industrial past that has resulted in a number of aban-
doned buildings on contaminated properties through-
out the city. The city has a 9.3 percent unemployment
rate, and 21 percent  of its residents live in poverty.
About 75 percent of the city's residents are  minorities.
Trenton has identified about 150 former service
stations, more than half of which have no environmen-
tal compliance history. Many of these sites  are located
in densely populated, low-income, minority neighbor-
hoods. The sites pose potential health risks  to local
residents and cause blight in neighborhoods.
Brownfields cleanup and redevelopment will expand
 Assessment Grant
 $200,000 for petroleum

 EPA has selected the City of Trenton for a
 brownfields assessment grant. Petroleum grant
 funds will be used to update and maintain an
 inventory of sites, and conduct Phase I and II
 environmental site assessments at former gas
 stations around the city.
