EPA Brownfields  Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is  real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.

Community Description

The Ysleta del Sur Pueblo was selected to receive a
brownfields assessment grant. The Ysleta del  Sur
Pueblo is a federally recognized Indian tribe whose
entire population (1,318) lives in  El Paso County. The
tribal reservation and properties are divided into two
areas about five miles apart. In 1999, at least 33
percent of the Ysleta del Sur Pueblo community was
living at or below the poverty level. According to
tribal housing statistics, 45 percent of reservation
residents are unemployed and challenged by a lack of
affordable housing. Currently,  172 tribal families are
on a waiting list for affordable housing. The lack of

 brownfields assessment grant. Hazardous sub-
 stances grant funds will be used to identify
 priority sites, conduct about ten Phase I and eight
 Phase II environmental site assessments on tribal
 reservation properties, and support community
 outreach activities.

brownfield sites on tribal lands has hindered site
cleanup and redevelopment. Brownfields assessment
will determine the environmental impacts at these
sites, and allow the Ysleta del Sur Pueblo community
to make informed decisions about site reuse. Tribal
brownfields reuse plans include constructing much-
needed affordable housing, creating community
greenspace, and creating job opportunities for tribal
members.
