On January 11, 2002, President George W. Bush signed into law the Small Business Liability Relief and Brownfields Revitalization Act. Under this law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The Municipality of Canovanas was selected to receive two brownfields assessment grants. Canovanas (population 43,335) is located in northeast- ern Puerto Rico. The territory is dominated by moun- tains, coastal plains, and riparian flood zones. Part of the municipality lies within the Caribbean National Forest. For over a decade, the municipality had a strong economy based on agriculture and industry. In recent years, the agricultural sector has disappeared, and there has been a sharp decline in industry. The unemployment rate is 21.1 percent, and more than 50 percent of residents live in poverty.
