EPA's Brownfields Economic Redevelopment Initiative is designed to empower states, communities, and other stakeholders
in economic redevelopment to work together in a timely manner to prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield is a site, or portion thereof, that has actual or perceived contamination and an active potential for
redevelopment or reuse. EPA is funding: assessment demonstration pilot programs (each funded up to $250,000 over two
years), to assess brownfields sites and to test cleanup and redevelopment models; job training pilot programs (each funded
up to $200,000 over two years), to provide training for residents of communities affected by brownfields to facilitate cleanup
of brownfields sites and prepare trainees for future employment in the environmental field; and, brownfields cleanup revolving
loan fund (BCRLF) programs (each funded up to $1,000,000 over five years), to provide financial assistance for the
environmental cleanup of brownfields. These pilot programs are intended to provide states, tribes, municipalities, and
communities with useful information and strategies as they continue to seek new methods to promote a unified approach to
site assessment, environmental cleanup, and redevelopment.
BROWNFIELDS CLEANUP REVOLVING LOAN FUND
PILOTS
A major component of the Brownfields Economic
Redevelopment Initiative is the award of pilot
cooperative agreements to States (including U.S.
territories), political subdivisions (including cities,
towns, and counties), and Indian tribes to capitalize
Brownfields Cleanup Revolving Loan Fund (BCRLF).
The purpose of the pilots is to enable States, political
subdivisions, and Indian tribes to make low interest
loans to carryout cleanup activities at brownfields
properties.
ELIGIBLE ENTITIES AND COALITIONS
Since 1997, EPA has expanded the scope of eligibility
for the BCRLF pilot applicants. In The Brownfields
Economic Redevelopment Initiative: Proposal
Guidelines for Brownfields Cleanup Revolving Loan
Fund, October 2000, eligible entities for BCRLF pilots
were States, political subdivisions, and Tribes that have
established and could demonstrate the progress already
made in the assessment, cleanup and revitalization of
brownfields in the community. Proposals from
coalitions, formed among eligible entities, also were
permitted to apply, but a single eligible entity had to be
identified as the legal recipient.
ELIGIBLE PROPERTIES FOR BCRLF LOANS
Use of BCRLF loan funds is limited to brownfields
properties that have been determined to have an actual
release or substantial threat of release of a hazardous
substance. Loans may also be used at sites with a
release or substantial threat of release of a pollutant or
contaminant that may present an imminent or
substantial danger to public health or welfare. BCRLF
loans may not be used for activities at any site: (1)
listed (or proposed for listing) on the National
Priorities List; (2) at which a removal actions must be
taken within six months; or (3) where a federal or state
agency is planning or conducting a response
enforcement action.
SELECTION PROCESS
BCRLF Pilots are selected through a competitive
process. All proposals are initially evaluated by U.S.
EPA Regional evaluation panels. The panels consist
of EPA Regional staff, including Regional
Brownfields Coordinators, and other Federal Agency
representatives. The panels assess how well the
proposal meets the selection criteria outlined in
Proposal Guidelines. Final selection of pilots is made
by EPA Senior Management, following the Regional
panel reviews.

Use of BCRLF Pilot funds must be in accordance with CERCLA, and all
CERCLA restrictions on use of funding also apply to BCRLF funds.
BCRLF PILOTS AWARDED
The most recent announcement of 22 new BCRLF
pilots and three awards for existing coalitions was made
in April 2001 for a total funding of $26 million.
Awards of up to $1 million per eligible entity were
made. Beginning in 1997, EPA awarded 23 BCRLF
pilots at $350,000 each. Of the 1997 BCRLF pilots,
seven pilots were selected to receive supplemental
funding of $150,000 each. In 1999, 45 BCRLF pilots
were awarded, and 37 pilots were awarded in FY 2000.
The FY 1999 - 2000 individual pilots were eligible for
awards of up to $500,000. Coalitions were eligible to
receive awards of up to $500,000 per eligible entity.
Supplemental funding was also awarded to three of the
existing pilots in FY2000 in amounts ranging from
$250,000 to $500,000.
