EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.

Community Description

The City of Revere was selected to receive a
brownfields assessment grant. Located in Suffolk
County, Revere (population 47,283) is an inner suburb
of Boston. Its unemployment and poverty rates are
higher than state and national averages. Many of the
older industrial buildings in Revere have been demol-
ished or burned down. In the targeted Wonderland-
Revere Beach area, acres of deteriorating and aging
asphalt, built on the rubble from urban fill and the burnt
remains from early 20th Century amusement parks, are
being used for commuter parking. Contamination at
these sites is below ground, and the associated poten-
tial health risks are unknown. The area is home to
predominately low-income and minority residents.
Brownfields assessment will help Revere identify and
quantify the extent of contamination at sites in the area,

 $200,000 for hazardous substances
 EPA has selected the City of Revere for a
 brownfields assessment grant. Hazardous sub-
 stances grant funds will be used to inventory
 brownfield sites and conduct six to 10 Phase I and
 three Phase II environmental site assessments with
 a focus on the Wonderland-Revere Beach area of
 the city. Grant funds also will be used to support
 community involvement activities.
