EPA Brownfields  Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant.  On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.

Community Description

The South Carolina Department of Health and Envi-
ronmental Control was selected to receive a
brownfields assessment grant. Located in Anderson
County in northwest South Carolina, the City of
Anderson (population 25,514) grew around the 12
textile mills that formerly operated in or near the city.
In the mills' heyday, it was not unusual for 10 to 15
petroleum sites, such as service stations and bulk fuel

 EPA has selected the South Carolina Department
 of Health and Environmental Control for a
 brownfields assessment grant. Petroleum grant
 funds will be used to conduct about 12 Phase I and
 six to 12 Phase II environmental site assessments
 in the City of Anderson. Grant funds also will be
 used to support community outreach activities.

storage facilities, to be located within a few blocks of
each mill. Beginning in the 1970s, the closure of the
textile mills took away the economic engine from each
community and resulted in shuttered stores and homes,
deteriorating buildings, and high unemployment rates.
Brownfields assessment is expected to help the state
facilitate site cleanup activities and make brownfields
marketable in Anderson.
